Yes, this Confer Step 1X with Outside Ladder is versatile and can be used differently depending on how you plan on installing your swimming pool. The Confer Step 1X with Outside Ladder can be used complete when you install your swimming pool standalone (without a deck), where the steps are on the inside of the pool and the ladder is on the outside of the pool.
If you decide to build a deck on the outside of your swimming pool at a later date, then the outside ladder can easily be removed from the Confer Step 1X once you build a deck up to the ledge of the swimming pool. Once you remove the outside ladder, then you can use the (2) included mounting brackets to attach the in-pool steps to your pool deck.
