Yes, it is required that the in-pool steps be detached from the deck and removed from the swimming pool when closing your pool for the winter. The deck itself can stay in tact over the winter months, but the in-pool step must be detached and removed from the water.
After the in-pool steps are removed from the deck and swimming pool, then it is very easy to install the winter cover on your swimming pool with this type of deck up next to the pool. When installing the deck up next to your swimming pool, the deck manufacturer requires that you "leave a 1" to 1½" gap between the top rail of the pool & the underside of the deck so the pool is not bearing the weight of the deck. Also, doing so allows space to install the winter cover on your swimming pool."
