You will know when to clean the cartridge because either the water return flow to the pool is week or the pressure gauge has a reading of 10 PSI above the original starting pressure when the cartridge was new or recently cleaned. The lid is removed by first turning off the system and then unscrewing the ring lock at the top of the filter. The tank lid can then be removed and the cartridge can be lifted out so it can be cleaned.
