While Confer offers instructions for both options (leaving the steps in the pool or removing the steps completely), we recommend removing the entire step system from the swimming pool during off-season maintenance. Since the entire step should be removed from the swimming pool, you're not required to remove the handrails from the step.
Taking the steps out of the pool provides the best protection for your liner, prevents freeze damage to the resin components, and ensures your pool cover fits securely. You can view the manufacturer's winterizing instructions on Page 8 of the Owner's Manual here.
